This compliance library includes EASA regulations regarding the reporting, analysis, and follow-up of occurrences in civil aviation. It aims to improve aviation safety by ensuring that the relevant safety information is reported, collected, stored, protected, exchanged, disseminated, and analysed.
This compliance library includes the following parts:
- Regulation (EU) No 376/2014
- Regulation (EU) No 2015/1018
- Regulation (EU) No 2020/2034
- Regulation (EU) No 2021/2082

Regulation (EU) No 376/2014 ensures that safety action is taken in a timely manner, safety information is continually available, and aviation safety risk are dealt with at both the Union and the national levels. The regulation governs the reporting of occurrences which endanger (or would endanger if unaddressed) an aircraft, its occupants, any other person, equipment or installation affecting aircraft operations, and the reporting of other relevant safety-related information. In addition, it regulates the analysis and follow-up action regarding reported occurrences, the protection of professionals, the appropriate use of the collected safety information, the integration of information into the European Central Repository, and the dissemination of anonymized information.
Regulation (EU) No 2020/2034 sets out the common European risk classification scheme (‘ERCS’).
These occurrence reporting regulations are maintained by the European Union Aviation Safety Agency.

How Does the Web Manuals Compliance Library Function Work?
The requirements of the library are presented in a hierarchal manner with expandable sub-requirements for easy and intuitive navigation. This enables document authors to work with linking the regulation to the relevant part of the document, either covering an entire overarching requirement or a specific part of a requirement.
The requirements and sub-requirements in the library can be connected to specific headings in the manuals authored in the Web Manuals application.
Compliance requirement connections are automatically tracked by the Web Manuals application to ensure full compliance with the regulations and standards. When the corresponding authority publishes an update to the requirement, the Web Manuals application prompts the relevant users to make the necessary changes in their manuals. This is done in multiple ways:
- The Compliance Library view lists all changes and marks the outdated connections
- The Checklist view lists the outdated connections in a similar manner
- If configured so, the Editor and/or the Reader view marks the headings in red
Moreover, all additions, removals, and changes made to the requirements are listed individually in the Amendments view.
The application can also keep track of requirements that have been documented and or/reviewed. Likewise, individual requirements can be assigned to the users responsible for them, so that only they may confirm the documentation or the review of specific requirements.
