For over 45 years, PAL Airlines has connected communities across Atlantic and Eastern Canada. Operating a fleet of Dash 8-Q400 and Dash 8 Classic aircraft, the airline runs scheduled services from its St. John’s base with crews, dispatch, customer service, and maintenance teams working around the clock to keep flights moving safely and on time.
To support this growth and maintain its high standards of safety and compliance, PAL adopted Web Manuals. The platform has streamlined documentation, simplified regulatory oversight, and given staff instant access to the information they need to operate efficiently.
Preparing for Digital Growth
For years, PAL managed manuals through a patchwork of tools and processes. While the team built strong procedures, revisions and updates often consumed significant time and effort. The team relied on Microsoft Word, which made the approval process with regulators slow and labor intensive, largely due to the amount of manual formatting required. Cheyenne Ryzek, Flight Operations Compliance Manager at PAL explained “The biggest challenge wasn’t the content itself, but the formatting. Every change meant updating the LEP, Table of Contents, and record of revision manually in Word, which had no easy solutions. Often, we would submit to the regulator, have discrepancies flagged, and then go back and redo the process. It made getting final approval a long and tedious task.”
In 2023, PAL made the decision to implement Web Manuals after visiting the platform at a conference and determining it was the right fit. “We needed something that would allow us to grow and manage the ever increasing complexities of regulation and document management,” says Paul Slaney, PAL Airlines Director of Operations. “What we saw in Web Manuals was impressive, and it was the right time to make the switch.”
Transforming Compliance and Collaboration
PAL’s move to Web Manuals brought clear and lasting results. The platform has become essential to the airline’s daily operations, improving compliance oversight, simplifying document control, and ensuring teams always have access to the latest information. One of the most valuable features for PAL has been Web Manuals’ compliance libraries and linking functions. These tools automatically align regulations across documents, ensuring that if a change is made in one manual, any related sections in others are flagged instantly.
Since implementing Web Manuals, audits have become much more seamless. The system has helped us stay compliant with Transport Canada and other regulatory authorities. If a regulation changes, the system flags it and ensures compliance still matches not just in one manual, but across all linked documents. It has definitely made our auditing feature a lot better.

This has eliminated the risk of inconsistencies and reduced the burden of manual cross checking. As Flight Ops Administrator, Cheyenne Ryczek, explains: “Since implementing Web Manuals, audits have become much more seamless. The system has helped us stay compliant with Transport Canada and other regulatory authorities. If a regulation changes, the system flags it and ensures compliance still matches not just in one manual, but across all linked documents. It has definitely made our auditing feature a lot better.”
Editing and Distribution Made Simple
Beyond compliance, Web Manuals has dramatically improved the editing process. The ability to create, update, and publish revisions in minutes has eliminated the need for multiple meetings, endless formatting, and coordination across word processors. Director of Operations, Paul Slaney, notes: “We didn’t truly understand the power of the document editing part of the system, and that was a welcome surprise. I have yet to see anything in Web Manuals that doesn’t mimic the same power of Word, but with far greater efficiency and customization. What used to take multiple meetings, printing, editing in different word processors, and tracking changes across teams is now done in minutes.” Deputy Chief Pilot, Chase Simpson, highlights the change: “You create a new revision, make the change, publish the revision—it’s done. What used to take a full week of work can now be completed in 15 minutes.”

Distribution has been another major win. Previously, updates had to be pushed manually to multiple departments and user groups, often creating delays or confusion. Now, a single change in the system flows across every relevant manual automatically. “Web Manuals has improved the way that we distribute manuals because we have a lot of similar operations between different teams,” Cheyenne explains. “For example, our company operations manual gets distributed to every single group, but it’s still the same manual. Once it’s updated in one place, the update carries through to every department. We don’t have to worry about re-updating manuals across categories every time we make an amendment.”
ROI: Time Saved, Efficiency Gained
The return on investment has been clear. Reviews that once took days now take hours, freeing managers and administrators to focus on higher value work. Collaboration across departments has also improved, with features like mirroring and linked content ensuring consistency between manuals. As Ryczek puts it, “It’s helped our company get on the same page and have the same wording across all of our documents, so readers are never confused about which procedure is correct.”
PAL Airlines’ success with Web Manuals demonstrates how digital transformation strengthens operational efficiency and safety. By centralizing documentation, streamlining compliance, and giving crews reliable access to information, the airline has built a stronger foundation for growth while delivering on its commitment to safe and dependable service across Canada.
A Partnership for the Future
PAL’s experience with Web Manuals goes beyond efficiency. It has fostered a culture of compliance, collaboration, and continuous improvement.
“Web Manuals has definitely allowed us to focus on what we need to focus on and allocate the right resources in the right area,” says Slaney. “As an airline, we’re always making changes and expanding, and tools like Web Manuals help us work towards that.”

He adds: “I think for us, in the evolution of Web Manuals, we have a great relationship with the team. There isn’t rigidity in Web Manuals to not do what the customer wants. There’s an overarching drive to adapt and improve, and that makes us confident moving forward.”
By embracing Web Manuals, PAL Airlines has not only modernized its documentation process but also reinforced its commitment to safety, compliance, and operational excellence, building a foundation to continue connecting communities across Canada for decades to come.
