more than 100 aircraft, and crews trained to the highest standards in the industry. PHI Health
safely transports over 22,500 patients from 82 bases annually, with each base maintaining a
dedicated crew of pilots, nurses, paramedics, mechanics and communications specialists.
Documents Spread Across Too Many Places
Before Web Manuals, PHI Health relied on shared drives and SharePoint to store and manage
its documentation. With documents spread across multiple locations, keeping track of the latest
revision across a large organization was a time consuming and manual process, and access
was managed entirely by IT, meaning any new hire or role change triggered a delay before the
person could reach the manuals, forms and documents they needed. As PHI Health grew and
its documentation needs became more complex, it was clear a more centralized and scalable
solution was needed.
One Platform for Aviation and Air Medical
PHI Health now uses Web Manuals across both its aviation and health related content, bringing
all of its manual suites under one roof. The compliance libraries have been a particular focus,
with CFR requirements linked directly into the relevant manuals so that any regulatory change
triggers an immediate prompt to the document owner to review and confirm whether updates
are needed, making it easier than ever to stay on top of changes as they happen.

PHI Health has also built out custom compliance libraries for standards that fall outside of Web
Manuals’ subscription offerings, including CAMTS requirements for their air medical operations.
This means the same compliance tracking that applies to FAA-regulated manuals can be
extended to medical accreditation standards as well.
To manage the volume and complexity of documentation across the organization, PHI Health
brought in a third-party editorial partner who holds an editor licence within Web Manuals.
Manual owners submit change requests through the partner’s system, their technical writers produce the content, and once verified, the changes are transferred into Web Manuals with all compliance library connections intact.
A Full Manual Review, Completed on Time
In 2024, PHI Health undertook a complete review of all aviation manuals, with the introduction of
14 CFR Part 5 SMS requirements serving as a key trigger. Web Manuals made it significantly
easier to work through multiple revision cycles while keeping compliance libraries linked and
cross referenced throughout the process.
