Operators that started here
The part nobody budgets for
Certification is a documentation project
Before anyone lets you fly, someone reads everything you wrote and checks every manual against the regulations and against each other.
Most new operators write that suite in Word. It holds until the first round of authority comments: a procedure changes in one manual and quietly stops matching another, the list of effective pages is wrong again, and the compliance matrix is rebuilt by hand, at night, by the postholders.
You will fix all of it. The question is whether you fix it once, in a system that remembers, or every time.
From first draft to first flight
One system for every stage of starting up
The manuals you file for certification are the manuals you operate with.
Stage 1. Write the suite
Write the manual suite, with the structure already handled
Start from a partner template or import the drafts your consultant wrote in Word. The list of effective pages, table of contents, record of revisions and revision bars update themselves, and cross-references warn you when their target moves.

0.4.4 Flight and duty time records
Flight and duty time records shall be retained for no less than a year. Where a crew member in respect of which the Company has kept such record becomes a crew member for another Company.
0.4.5 Retention of training records
Training records shall be kept for the duration of the crew member's employment and for a period of three years after that employment ends.
0.4.6 Access on request
Records shall be made available to the competent authority on request, in a format that allows them to be read without proprietary software.
Retained for no less than 10 months a year. Where a crewmember crew member in respect of which the Company has kept such record becomes a crewmember crew member for another Company.
Stage 2. Get through the review
Turn authority comments into tracked revisions, not rewrites
Every authority comment becomes a task on the paragraph it refers to. Link each requirement in your compliance library to the section that answers it, and the checklist shows where every rule is addressed and which revision covers it.

Management system
(a) The operator shall establish, implement and maintain a management system that includes clearly defined lines of responsibility and accountability throughout the operator, including a direct safety accountability of the accountable manager.
Contracted activities
(a) The operator shall ensure that when contracting or purchasing any part of its activity, the contracted or purchased service or product conforms to the applicable requirements.
Personnel requirements
(a) The operator shall appoint an accountable manager who has the authority for ensuring that all activities can be financed and carried out in accordance with the applicable requirements.
Stage 3. Operate and grow
Distribute to your first crews and prove they read it
The day your certificate arrives, your manuals are on your crew's devices, offline included. Read receipts show who has confirmed each revision, and the compliance library alerts you when a regulation changes.

-

The case for starting early
It is cheaper to start here than to move here
Adopt a document system after certification and you pay twice: for the manual work without it, and for the migration.
-
Messy drafts or no manuals at all, you start in a controlled system
-
Numbering and revision records are right from revision 0
-
Compliance links built while you write, not reconstructed later
-
Your first audit gets a full history, not a start date
-
Your crew learns one app before day one
-
Adding pilots and engineers is a licensing change, not a project

FAQ
Questions new operators ask
- Do we need a document system before we have a certificate? Your manuals go through several revisions before acceptance. A system that tracks them and keeps references consistent pays for itself during the review.
- Our consultant is writing the manuals. Does that change anything? No. Give your consultant an editor license and they write directly in your account, so you own the result. Several offer their templates through the Store.
- We already have drafts in Word. Do we start over? No. The Word import keeps your headings, tables and styles. From there the LEP, table of contents and record of revisions are handled for you.
- Which regulations can we link our manuals to? Authority regulations and industry standards, and you can import your own. The Web Manuals Store lists the libraries for your authority and operation type.
- What does it cost while we have no revenue? From €4,000 per year on a one-year term, onboarding included. Details are on the pricing page.
- What happens when we grow? Add readers and editors at any time. When you need workflows, forms, tagging or Amelia AI, move to Professional. Your documents and users stay where they are.
