Setting Up a New AOC: World 2 Fly Case Study

Web Manuals is currently offering its software for free to any new aviation initiatives launched in 2020. World 2 Fly is one Web Manuals customer that was founded during 2020. The article below details the initial steps they are taking in setting up their processes, documentation, and compliance.

World 2 Fly’s Background

World 2 Fly is a new airline initiative founded in the spring of 2020 with the aim to start flying in March 2021. Carlos Magaz, Head of Flight Operations Standards and Regulations at World 2 Fly took the time to share insights from his extensive experience in aviation documentation and from his recent involvement in starting up a new Air Operator Certificate (AOC) for the company.

Structuring the Documentation Team

World 2 Fly has included the following competencies to set up the documents required for the AOC:

  • CAMO
  • Compliance
  • Ground Operations
  • Operational Engineering
  • Project Management in Flight Operations and Flight Ops Standards and Regulations. The team is working on preparing the manuals required by the Spanish CAA in order to file them by mid-October 2020. 

Initial Documentation Setup

The documentation team held several meetings to decide which documents needed to be created in the lead up to the CAA application. The following were listed as the top priority:

  • CAME 
  • OM parts A, B, C and D
  • Management System Manual

Documents to be subsequently added are the Emergency Response Manual, Cabin Crew Manual and EFB Manual, to name a few.

Connecting Processes

All of the documents mentioned above are highly dependent on each other. If one process changes in a manual, it is likely to affect the content inside another.  The cross-reference functionality – which monitors links –  is one of the key features needed when setting up AOC documentation. Carlos states:

– We are also learning to use Web Manuals tasks and review comments which are really useful in helping us to organize and assign the work pending.

Achieving a Logical Editing Structure

In parallel with working on the actual documentation, World 2 Fly is in the process of deciding on the best folder structure, and where to locate the different documents for the editors.

– Additionally, we need to decide the structure of the dashboard for readers now that the new release provides more options to customize the view for readers, Carlos says.

Forms and App Access for the Entire Organization

In order to avoid the use of paper and to achieve a controlled record of form submissions, World 2 Fly will use the Web Manuals forms functionality throughout the organization. The flight and cabin crew will be given access to both forms and documents within the Web Manuals EFB application, to ensure fast compliance with changing regulations and operational procedures.

On the topic of Web Manuals’ assistance during the initial stages, Carlos says:

– The support we receive from Web Manuals when we need clarifications or suggestions about how to use any of the available features is very important to us. We are very happy with the support service provided.

Carlos shares his favorite improvements noted while working in the new 8.0 version of Web Manuals:

  • You can now make use of vertical scrolling even though the content is controlled per page, which makes the editor and reader experience more fluent.
  • Overflow management in pages is now easier and faster.
  • The drag and drop option to move pages and chapters in the Author option works really well.
  • The dashboard is now is more customizable and has many useful options for readers.
  • For the reviewers, it is fantastic to be able to add a comment linked to a specific paragraph or text selected in a document.
  • You can now drag and drop to upload an external document and view it in the reader/editor without downloading the document first.
